HB 445 amends Subchapter D, Chapter 49 of the Education Code to introduce an early agreement credit for school districts purchasing attendance credits under the public school finance system. The bill reduces the total payment required for purchasing attendance credits by four percent if a district submits a signed agreement to the Commissioner of Education to pay the full amount by September 1 of the applicable school year. This reduction is applied after any other reductions under Section 49.157 or other provisions in the chapter. The act is set to take effect on September 1, 2025.
