Digest
HB 447 introduces new requirements for municipal utility districts (MUDs) seeking to issue bonds to finance road projects. Specifically, the bill mandates that a traffic study must be conducted before bond issuance. This study must evaluate potential changes to traffic patterns and volumes for intersections or roads within the district, or within one mile of its boundaries, and for roads providing ingress to or egress from residential developments within the district. The act applies to bonds issued on or after September 1, 2025.
