HB 4475 imposes new requirements on voters who execute a declaration of reasonable impediment to obtaining voter identification. It mandates that election registrars record each such declaration, limits voters to executing only two declarations, and requires counties to provide voters with detailed instructions on how to obtain acceptable photo identification​.
