HB 4477 requires counties with civil service commissions to employ an adequate staff and provide necessary resources for their operation. It also modifies exemptions to the civil service system, allowing sheriffs in counties with populations under 3.3 million to exempt up to ten positions and those in larger counties to exempt up to 25 administrative or supervisory positions​.
