HB 4479 establishes the Rural Workforce Development Grant Program, which will provide grants to nonprofit organizations to support rural institutions of higher education and school districts in aligning and delivering workforce training. The Texas Workforce Commission, in consultation with the Texas Education Agency and the Texas Higher Education Coordinating Board, will administer the program. Grant recipients must demonstrate experience in workforce training and comply with reporting requirements​.
