HB 4583 simplifies the process for dissolving a public utility agency. It allows participating public entities to dissolve the agency by concurrent ordinances and transfer all of its obligations, assets, permits, and licenses to the remaining public entities. If only one public entity remains, it can dissolve the agency by ordinance without needing additional approval.
