HB 4590 creates a cardiac arrest registry for individuals under 36 years old who experience fatal cardiac arrest. The University of Texas Southwestern Medical Center will maintain the registry, collecting data on age, cause, location, and activity at the time of death. Physicians must report qualifying cases within 60 days, and noncompliance may result in administrative penalties up to $500 per violation​.
