HB 4593 amends the Texas Health and Safety Code to require that a physician must be physically present in Texas and conduct an in-person examination of a pregnant woman before providing an abortion-inducing drug. It also amends the Occupations Code to ensure that out-of-state physicians cannot prescribe or provide abortion medication through telemedicine to Texas patients. This measure is intended to close potential legal loopholes related to virtual consultations for abortion services​.
