HB 4594 proposes amending the Election Code to redefine voter eligibility for individuals convicted of felonies. Under the proposed law, individuals who have been convicted of felonies would regain the right to vote as long as they are not currently incarcerated for the offense, removing requirements related to parole, probation, or other post-incarceration conditions.
