HB 4595 prohibits any person from knowingly transporting or funding the transportation of an unemancipated minor across state lines for an abortion without parental consent. The bill creates a criminal offense, making violations a second-degree felony, or a first-degree felony if the minor's unborn child dies as a result of the abortion. Additionally, it imposes a civil penalty of at least $100,000 per violation, which can be enforced by the Texas Attorney General. The bill does not impose criminal or civil liability on the minor receiving the abortion​.
