HB 4600 expands Texas' Animal Friendly specialty license plate program, directing the Texas Department of Motor Vehicles to create additional specialty plates that fund spay-neuter and animal welfare programs. It also requires the department to consult with the Texas Humane Legislation Network when designing these plates​.
