HB 4604 expands the Service Dog Pilot Program for Veterans to require that nonprofit organizations approved to provide services through the program meet specific experience and qualification standards. Eligible nonprofits must demonstrate experience working with veterans who have post-traumatic stress disorder (PTSD), traumatic brain injury (TBI), or military sexual trauma (MST). Additionally, the nonprofit must be authorized to operate in Texas, provide ongoing follow-up services, and adhere to Assistance Dogs International (ADI) or other ADA-compliant training standards​.
