HB 4610 mandates that retailers accepting in-person payments at a physical location in Texas must accept cash for transactions of $100 or less. It also prohibits retailers from charging higher prices for goods or services when a customer pays with cash. Exceptions to this requirement include situations where a retailer experiences a temporary sales system failure, does not have sufficient cash on hand to provide change, or offers a cash-to-prepaid-card conversion device that meets specific consumer protection standards. The bill also states that retailers are not required to accept bill denominations greater than $100. If a retailer refuses cash due to a lack of change, it must notify the customer of when cash transactions will resume, which cannot exceed 48 hours after the refusal.
