HB 4620 expands access to educational, vocational, and rehabilitation programs for female inmates in Texas correctional facilities. It requires that self-study programs on parenting, trauma recovery, and financial literacy be made available within 45 days of a female inmate’s arrival at a facility, regardless of offense, sentence, mental health record, or behavior. The Texas Department of Criminal Justice must submit an annual report detailing program availability and policy changes.
