HB 4631 modifies procedures for preliminary investigations when a child is referred to juvenile court. It requires that juvenile courts, rather than intake officers or probation officers, conduct preliminary investigations to determine probable cause and assess whether a child requires supervision. It also mandates that juvenile courts refer qualifying children under 12 years old to community-based services if they meet certain criteria​.
