HB 4634 directs the Texas Commission on Environmental Quality (TCEQ) to adopt concrete quality standards for aggregates and concrete sold in Texas. It prohibits the sale of concrete and aggregates that do not meet these standards. In developing these rules, TCEQ must consider industry standards published by the National Ready Mixed Concrete Association
