HB 4637 authorizes certain counties (with populations between 44,000 and 44,500) to impose minimum lot size requirements for subdivisions that rely on groundwater as a water source. It prohibits developers from subdividing land into lots smaller than three acres unless the project includes a rainwater collection system. The bill also requires water availability reports for subdivision applications. The regulations expire on August 31, 2035, and apply to plats submitted on or after September 1, 2025.
