HB 4649 modifies requirements for police investigations and reporting of motor vehicle collisions. It removes the $1,000 property damage threshold that currently determines when police must file a crash report, replacing it with a requirement that reports be filed if a vehicle involved cannot be "normally and safely driven". The bill applies to accidents occurring on or after September 1, 2025.
