HB 4652 requires voters to declare party affiliation at the time of voter registration and makes unauthorized participation in a party’s primary election a criminal offense. Voters will indicate their party affiliation (if any) on voter registration applications, and their voter registration certificates will list their political party or "independent" status. The bill also prohibits crossover voting, meaning voters affiliated with one party cannot participate in another party’s primary election. Violations can result in felony charges. The bill takes effect on September 1, 2025, with voter registration changes applying to new certificates issued on or after January 1, 2026​.
