HB 4788 prohibits public and private institutions of higher education in Texas from accepting federal funding for embryonic or fetal stem cell research. Institutions that violate this prohibition will be ineligible to receive state funding, including grants, and their students will be barred from receiving tuition equalization grants for the following academic year​.
