HB 4791 allows law enforcement agencies to apply for waivers from minimum operational standards based on financial hardship. The Texas Commission on Law Enforcement will evaluate waiver requests and may grant exemptions from requirements such as equipment availability, liability insurance, and administrative structure if an agency demonstrates financial constraints​.
