HB 4815 amends the Health and Safety Code to exempt facility owners and operators from liability for unauthorized air emissions caused by criminal acts of third parties. If an unauthorized emission results from vandalism, terrorism, or other criminal acts by individuals not affiliated with the owner/operator, the facility would not be subject to civil, administrative, or criminal penalties under existing environmental laws​.
