HB 486 prohibits businesses and law enforcement agencies from publishing an individual’s criminal record information, including mug shots, unless the individual has been convicted of a crime related to the incident for which the record was created. Exceptions include cases where the individual is a fugitive, poses an imminent threat to public safety, or when a judge orders publication for good cause. Mug shots are not made confidential and remain subject to disclosure under public information laws. The bill applies to any publications made on or after September 1, 2025.
