HB 4919 raises the minimum age of criminal responsibility from 10 to 13 years old in most cases. It amends multiple sections of the Code of Criminal Procedure, Family Code, and Penal Code to reflect this change. However, for serious offenses such as murder, sexual assault, and aggravated robbery, children as young as 10 can still be prosecuted under juvenile court jurisdiction​.
