HB 4941 establishes a Strategic Fuel Reserve Program under the Railroad Commission of Texas. It mandates the state to maintain a reserve of gas and petroleum products to be used in disasters or supply disruptions. The governor may authorize the release of up to 30% of reserves to other states during emergencies. The Texas Commission on Environmental Quality (TCEQ) and the General Land Office (GLO) will assist in managing the reserve.
