HB 4943 allows property owners to claim compensation from municipalities that fail to enforce laws or ordinances related to public nuisances, such as public camping, loitering, panhandling, and retail theft. It applies to cities with populations of 900,000 or more and allows property owners to recover mitigation costs or lost property value if the city fails to address nuisances.
