HB 496 amends the Texas Election Code to introduce an option for voters to select "None of the Above" on ballots for candidates and measures. This option provides voters a way to actively express dissatisfaction with all listed candidates or ballot propositions. Votes for "None of the Above" would not be counted in determining election outcomes but would be recorded to reflect voter sentiment. The Secretary of State is tasked with prescribing the form and manner of including this option on ballots. The bill is set to take effect on September 1, 2025.
