HB 4981 introduces a scoring system for permit applications reviewed by the Texas Commission on Environmental Quality (TCEQ). The scoring will prioritize community participation, including resolutions from local governing bodies and statements from neighborhood organizations and legislators. A permit application must receive a minimum score to be approved.
