HB 4986 introduces the Certificate of Obligation Reform Act, significantly restricting local governments’ ability to issue certificates of obligation. It limits issuance to cases of legal compliance, emergencies, natural disasters, or court orders, shortens the maximum maturity period to 30 years, and increases public petition requirements for voter approval​.
