HB 509 amends the Texas Election Code to limit the authority of political subdivisions, property owner associations, and property managers from restricting door-to-door voter registration or political communication at residential units. It allows these entities to impose reasonable time, place, or manner restrictions but prohibits outright bans unless activities are deemed a threat or violate applicable laws.
