HB 5106 expands the information that must be provided to payees by payors of oil and gas production proceeds. It grants payees the right to request and receive copies of lease agreements, pooling agreements, or unit designations before signing a ratification or division order. If a payor fails to provide the requested documents within 14 days, the payee is released from the obligation to sign, and payment cannot be withheld for that reason​.
