HB 5112 requires public institutions of higher education in Texas to adopt a policy prohibiting antisemitism. This policy must bar students and student organizations from engaging in antisemitic violence or speech that incites violence against Jewish individuals or the Jewish community. Institutions must impose disciplinary sanctions, including expulsion for students and disbandment for student organizations violating the policy. Additionally, a university cannot receive state funding unless it certifies compliance with these requirements in an annual report to the Texas Higher Education Coordinating Board and the Legislature​.
