HB 5116 changes procedures for contesting elections on constitutional amendments. It prevents automatic suspension of an amendment’s implementation unless the challenger demonstrates a substantial likelihood of success, irreparable harm, and public interest concerns. It also requires judges handling election contests to issue pretrial rulings within 30 days and complete final judgments within 180 days. Judges who fail to comply may be subject to removal​.
