HB 512 proposes the establishment of grievance procedures for state agency employees. It requires the executive head of each state agency to adopt rules for grievance appeals concerning disciplinary actions, compensation, or working conditions. These appeals are to be treated as contested cases under Chapter 2001 of the Texas Government Code. The procedures must be implemented by January 1, 2026, with the Act taking effect on September 1, 2025.
