HB 5325 strengthens groundwater availability requirements for subdivision plats. It requires that plat applications in areas dependent on groundwater include a certified statement from an engineer or geoscientist confirming adequate groundwater supply. Municipal and county authorities must reject applications that fail to demonstrate sufficient groundwater availability.
