HB 5440 modifies the Texas Moving Image Industry Incentive Program by increasing the required percentage of Texas residents in production crews from 55% to 70% and raising the maximum grant percentage for eligible projects to 30% of in-state spending. It also allows junior colleges and nonprofit organizations involved in workforce training for the industry to receive funding through grants and donations.
