HB 5454 grants counties new authority to regulate certain industrial projects and land uses, including power plants, manufacturing facilities, and waste disposal sites. Counties will be able to require permits for these projects, conduct public hearings, and impose conditions related to environmental impact, infrastructure, and public health. It also provides enforcement mechanisms for non-compliance.
