HB 5480 introduces regulations to promote competition and transparency in digital advertising. It prohibits companies with over $20 billion in annual digital ad revenue from owning both buy-side and sell-side brokerages, as well as digital advertising exchanges. The bill also establishes transparency requirements, including data disclosure obligations for digital ad transactions, and grants enforcement authority to the Texas Attorney General​.
