HB 5612 strengthens state preemption over local regulations, limiting municipal and county authority to regulate areas that the state already occupies. It prevents cities and counties from creating regulations that conflict with state law, particularly in commerce, elections, and criminal justice. The Attorney General is authorized to investigate violations, and local governments that fail to comply may lose state funding and be subject to penalties​.
