HB 5638 establishes a pilot program to fund assistant veterans county service officers in certain counties. The Texas Veterans Commission will administer grants to county service offices in counties with populations under 2.1 million that contain a city of at least one million. The program will provide funds to hire additional officers who assist veterans in filing claims and accessing services. The Commission will submit a report on the program's effectiveness by January 1, 2027, including recommendations on whether to continue, expand, or terminate it. The program expires on September 1, 2027​.
