HB 585 adds Subchapter Z to Chapter 161 of the Health and Safety Code, establishing a right to access assistive reproductive technology treatments, including in vitro fertilization. It prohibits state and local governments from imposing unreasonable limitations on access and authorizes the executive commissioner to adopt necessary rules for implementation.
