Digest
HB 662 enacts the Research Animal Retirement Act, which mandates that research facilities retiring dogs and cats used in experiments offer these animals for adoption. Facilities must work with animal rehoming organizations, shelters, or individuals to place the animals in homes unless a veterinarian determines the animal is unsuitable due to health or behavioral issues. Research facilities must establish and publicly post adoption guidelines and are granted immunity from civil liability for adoptions conducted in good faith. This bill promotes humane treatment of research animals and their integration into adoptive homes.
