Digest
HB 681 amends the Texas Family Code to enhance procedural requirements for the Department of Family and Protective Services (DFPS). It mandates that, upon rejecting a certification from a service provider, DFPS must notify the affected parent’s state representative, state senator, and the department's office of internal affairs within 48 hours, including the reasons for the denial. Additionally, the bill requires DFPS to ensure that children removed from their homes receive a child and adolescent needs assessment and a Texas Health Steps medical checkup within 15 days of removal. These changes apply only to new conservatorships or lawsuits initiated on or after the Act’s effective date, September 1, 2025.
