HB 690 creates a new criminal offense for possessing or smoking tobacco inside or on the grounds of state-owned buildings housing state agency offices. The prohibition applies to all state agencies except institutions of higher education. Violators face a Class C misdemeanor punishable by a fine of up to $50. The law is effective as of September 1, 2025.
