HB 699 mandates that cosmetic manufacturers selling products in Texas disclose all ingredients on their websites, including fragrances, flavors, and color additives, along with their chemical abstract service numbers. Ingredients present in concentrations below one percent can be listed in any order to protect trade secrets, and manufacturers are not required to disclose ingredient concentrations. The bill also introduces administrative penalties for noncompliance and takes effect on September 1, 2025.
