HB 719 mandates that manufacturers of lipstick and lip gloss disclose all ingredients, including toxic metals and fragrances, on both the product label and the manufacturer’s website. The disclosure requirement applies irrespective of the concentration of metals present. The Act takes effect on September 1, 2025.
