HB 734 increases criminal penalties for the failure to report child abuse or neglect. The offense is elevated to a state jail felony if the failure to report was intended to conceal abuse or neglect, or if the unreported conduct involved serious offenses such as sexual abuse or human trafficking. The changes apply to offenses committed on or after September 1, 2025.
