HB 792 allows counties to request waivers under federal law to expand Medicaid coverage to additional residents within the county. It requires the Texas Health and Human Services Commission to facilitate this process, define eligibility criteria, and oversee the implementation of expanded services. Rules for implementation must be adopted by December 1, 2025, and the law takes effect September 1, 2025, unless immediate effect is granted.
