HB 801 amends the Labor Code to allow nonprofit service providers to apply directly to the Texas Workforce Commission for funding if their local workforce development board is deemed nonresponsive. A local board is considered nonresponsive if it fails to meet statutory requirements and achieves less than 80% of performance standards for two consecutive years. The measure aims to improve access to workforce development resources and takes effect September 1, 2025.
