HB 811 amends the Government Code to exempt individuals providing legal services to political subdivisions under an attorney-client relationship from lobbyist registration requirements. It ensures that attorneys engaged in such legal services are not considered lobbyists simply due to their representation of political subdivisions. The Act takes effect on September 1, 2025.
